Deputy Director of Development and Planning (acting) / Executive Architect

Sean heads up the Development and Planning Division/Consultancy Section of the Public Works Department which comprises of Architects, Project Managers, Architectural Technologist and Quantity Surveying staff; that all collaborate to provide building design, construction costs, and construction contract management for CIG Capital Building Works for new and upgraded building facilities ranging from less than $15K to over $15 million.

Cayman born and a graduate of the University of Tennessee (NCARB accredited), he holds a Bachelor’s of Architecture degree with honors and has passed the American Institute of Architects (AIA) Exams (Architect Registration Exams –ARE). He also has architectural work experience in the United States where he developed designs for recreation and sports facilities, medical office buildings and medical campus masterplanning, retail tenant facilities, libraries and schools.    

Sean commenced employment with PWD straight out of high school and has been employed with PWD for more than 27 years. He has continuously participated in major roles of the PWD annual hurricane preparedness exercise from its inception in the late 1980’s. With regards to hurricane preparedness; his team is also tasked with the responsibility for all CIG facilities being designed to Hurricane Standard and when practical designed to Hurricane Shelter Standard. Projects including health clinics, libraries, civic parks, rehab and remand facilities, police and fire stations, public jetties and launching ramps, schools, prison buildings, civic centres, sports complexes and office building projects and fit-outs for the majority of government’s departments.

Sean and his team have been responsible for notable CIG facility designs and contract administration of such projects as the George Town Public Library Addition, Heroes Square, the Crewe Road Vehicle Inspection and Licensing facility, the Customs Container X-ray Facility and the ensuing Sunrise Adults Learning Facility.      

In Sean’s free time he enjoys basketball with friends, playtime with his kids and he is an avid photographer that has gained a number of awards, and has had his photos published in books and magazines. Ten of his framed photos were acquired by the Ritz Carlton-Grand Cayman, as part of their permanent collection.
